designs can be submitted by anyone

preferably by the 5th week of term 1

we'll have the voting thing

when all the designs are submitted

then the one with the most votes will be sent for approval

oh and try to draw the design on a piece of Drawing Block

then submit it to the CIP rep (yiyin)
